How can you become more proficient in keyboarding? 

If you are in a hurry, you won't have to even look at the keyboard. If you just don't want to look at the keyboard, you don't have to. Most of the times it is better to look at the screen than to look at the keyboard to check if you misspell or type what you don't want to type. I think I would rather look at the keyboard because I don't really to the keys by memoery yet.

Learning how to use keyboard rules can help you in the future because you need to do things right with the keyboard, not messing with the keyboard in a bad way. You also need the rules to show you what to do and what not to do with the keyboard. It shows you not to do certain things near or with the keyboard. The rules of the keyboard show you the ways keyboards are used and how you are supposed to use them.
